Canada Lands is excited to announce that following two years of planning and engaging with the local community and local organizations, we have submitted the William Baker District Plan and development applications to the City of Toronto for review. The development applications include a Zoning By-law Amendment and Draft Plan of Subdivision for the Phase One lands. The Phase One lands, shown in the proposed Land Use Plan below, include the southern lands near the Keele and Sheppard node. The William Baker District Plan lands will be developed over many years and future phase(s) of development will be subject to future development applications.
The District Plan and development applications for Phase One are an important milestone in delivering on the vision and community objectives of a complete community.
The application materials are available on the City of Toronto’s website. Please use the link included below.
The City of Toronto and Canada Lands will continue to provide opportunities to stay involved and provide input during the District Plan and applications review period. Stay tuned for future updates.

Phase Three Consultation
On Tuesday, November 10th, 2020 Canada Lands hosted two virtual community meetings to share and seek feedback on the emerging District Plan Concept prior to submitting to the City of Toronto for review. The meeting materials, including the presentation and Phase 3 Feedback Report, are now available on the Phase Three consultation page here.
During the fall of 2020, as a part of our ongoing planning work on the future William Baker Neighbourhood, we conducted soil testing within the William Baker property. This work took place in various areas across the site and is now complete. The soil barrels remain on site and will be removed in a timely manner.

William Baker is one of five neighbourhoods surrounding Downsview Park. It consists of approximately 62 acres (25 hectares) located between Keele Street and Sheppard Avenue West. It is one of many future neighbourhoods that will continue to transform the lands surrounding Downsview Park. The mature woodlot is at the heart of the new neighbourhood, providing and creating a quiet spot for people to enjoy nature in the city. The opportunities for the community include housing, services and a mix of other uses to serve new residents as well as those who already live nearby.
The process for planning the William Baker Neighbourhood is underway. The first task is to develop a District Plan. Canada Lands expects that it will take two to three years to finish this plan and gain City of Toronto approval.
The first phase of public consultation took place in the spring and summer of 2019 and followed a series of conversations with local elected officials and community. During the first phase, Canada Lands hosted a number of consultation activities to share information, seek ideas, aspirations and additional feedback to inform the District Plan for the new William Baker Neighbourhood. The second phase of community consultation took place in Fall 2019/Winter 2020, where Canada Lands and its consultant team shared information and sought feedback on early design options for the new neighbourhood.
Canada Lands’ goal is to produce the best possible benefit for Canadian communities and the Government of Canada. The objectives, based on community and stakeholder feedback, for William Baker include creating and supporting health and wellness, creating a resilient and sustainable neighbourhood, creating an age-friendly environment and creating a place for all to live. Canada Lands is committed to working closely with the community through the planning process. Feedback from the public is critical to informing the District Plan and ultimately shaping development of the new neighbourhood.
This website is one of several ways Canada Lands Company is engaging the community in the planning process to create a District Plan for the William Baker Neighbourhood. The plan will include development principles and a concept plan that will guide development in the community.
